Risk evaluations follow the scope and problem formulation steps in the risk assessment process and are the last step before risk management. The purpose of risk evaluations under TSCA is to determine whether a chemical substance presents an unreasonable risk to health or the environment, under the conditions of use, including an unreasonable risk to potentially exposed or susceptible subpopulation. EPA has published draft risk evaluations for the first 10 chemicals. A 60-day public comment period was provided and NTTC submitted comments urging EPA to evaluate tribes as “potentially exposed or susceptible subpopulations” and to include tribal lifeways and exposures in the risk assessment.
